After formation of the Czechoslovak Republic the establishment of the Central Library at the Ministry of Railways in 1919 is considered to be the basis for information operation in the transport resort. After several reorganisations it was renamed to the Central Technical Library of the Ministry of Transport and it continued in its library operation (since 1959 as one of VUD sections). In 1953 the documentation part was separated from the library. The Learned and Documentation Group of the Transport Scientific and Research Institute has developed from it. It laid the foundations for establishment of the Technical and Economic Information Management Centre at the Transport Library and Research Centre.
In 1969 was founded the independent Transport Research Institute in Zilina, (Branch Institute of VUD Prague till then). VUD Zilina left some places of work in Prague, including ODIS. In 1979 ODIS was separated from VUD Zilina (together with reference stock) and activated at the Transport Computer Art Centre (TCAC), Prague. At the same time the Section Information Centre (BIC) was constituted at VUD Zilina.
BIC in the Transport Research Institute in Zilina functioned by the end of 1992 (separation of the Czechoslovak Federal Republic), when upon the decision of the Minister of Transport, Telecommunications and Public Works Transport Research Institute Zilina was authorised to function as Technical Library and Information Centre (ODIS VTEI) of the SR transport.
